Would this work for a child or is it to long

Yes, it will work for a child. It is adjustable and works great for my 65 lb daughter.

Will this belt click into a car seat belt as well?

I don't understand the question either. This belt is for a wheel chair - it is not meant to restrain someone in a car accident. I wouldn't gamble someone's life on the strap, the buckle or the grommet being strong enough to withstand the force of a car accident.
