Why does the Core Mini state it only cleans 97% vs the lv-h128 which is rated at 99%. isn't a true hepa filter supposed to be 99%?

Core Mini has HEPA filter can filter at least 97% of airborne particles 0.3 microns in size. In fact, according to the professional test report the Core Mini can remove 99% particles in the air. The true HEPA filter (clears 99.97%), defined by ASME and US DOE, is for nuclear facilitation and program not for household situations, while this air purifier is clearly listed under Home and Kitchen on Amazon.
