Can this be hard wired?

This light is a hardwired, low voltage light. It uses Philips low voltage cabling, which has a type of twist lock ends, so no splices if that is your question. I hope that answers your question.

Is the metal shield available in other colors? Could it be painted a different color other than black?

Only black. I don't see any reason you could not paint it... but the paint will not be as durable as the black powdercoat it comes with.

Would this work as a garage workstation light?

No, it lacks a switch. You could use an external switch, but it would still be too dim and way to expensive. Just get a 4ft LED shop light.
