Q: How small can it get in terms of width if you pull the bungee straps tight?

The bungee straps are only to help secure water bottles or such. Tightening them in general does not make the bag any more narrow.

Q: Can a 24oz water bottle fit?

Yes as long as the inside of the bag isn’t full. We learned to place the bottles on the side first then fill the inside of the bag after.

Q: What is the Material made of?

I would describe as a nylon material, like a regular backpack. I use for work and I love it.
