Can I connect 2 for a 180 degree turn?

Yes you could as long as the hole is right next to it. It is on my thermaltake core p6 case. So I guess it would be determined by your case. Now I want to get another. I never thought of that. It would use up 2 of the 3 pin argb ports.

Would these be able to carry the proper voltages? What are they rated for?

I have this unit and the standard white 5v 3 pin mobo RGB header will not connect. They simply will not line up and you may end up snapping the pins. In three months of buying adapters, I've yet to find a solution.
