Can this work on a us ps4?

Yes. I own it and it works fine. Read the fine print though. You can't access DLC without a Singapore Playstation account. No great loss really. I'm enjoying the game!

Would this work on a us ps5?

Yes. If you want to download the dlc you need a west asia account. But you can play all the base game.

can i get dlc using japanese account?

Yes, the Japanese account seems to be the only one that works.

Is base game fun without dlc, i live in usa and cant get it? this would also be my first super robot game?

Yes without the dlc its easily a 150hrs game. Also you can get the DLC you just have to open a west asia account Singaporean worked for me, get the prepaid codes from Playasia download the dlc and when you play the game from your main USA account it will detect the dlc.
