It must be screwed to the desktop. If it is glass - you won't be able to do it.

What size power cord should I get? One review said that "The tray installs too close to bottom of desk so power strip cords don't fit."

You can make it work with a power strip. It’s a tight fit but I was able to do it with my desk. I would get a smaller power strip to be safe.
