Nope, it does not. However, you can separate the partitions and stack them for storage.

Is it stable or wobbly?

It’s pretty stable. Each panel has 2 cross feet that extend about a foot in front & in back. The panels also clip together.

Can i paint the posts white? Comes unattached?

My friend actually assembled it, but we are so happy with the purchase and we were happy with the black poles. He said if you use spray paint you can probably paint the poles white. I have painted a lot, and definitely recommend Krylon brand that specifies on the front of the can it is for plastic, wood, and metal. Hope this helps!

Is the fabric washable? My wife likes to wash all new clothes etc. that we get in the house to get any factory toxins out.

I am not sure they would hold up to machine washing but you could probably get away with gently hand washing and air drying them.
