No, one voice amplifier cannot use two headsets at the same time.

Can the headset be worn with a behind-the-ear hearing aid, or will it cause feedback?

Yes, I wear hearing aids and use this headset. Be warned. The headset is terrible. It is huge and cannot be adjusted.
