There is a manual that I can print?, nothing came in the package...

I received a manual, but I would consider returning this product anyway. I was not satisfied with its performance.

Does it come with the drill ?

No it doesn't come with a drill, that is something you, the consumer, must provide. Honestly I don't recommend this product. It hS a nice complete kit, (minus the drill) it did clean the headlights, just not like it advertised in my opinion.

I finished a project with 2K SprayMax clear, but it came out a bit wavy or bumpy in a few spots. Will these drill-based pads smooth out the bumps?

They will but you will most likely have to reapply your application of sealant. You will need to resand progressing from 1000 grit to 10000 grit and then reseal.
