Yes it will. Cardboard and tape.

Will this cut regular cardboard boxes?

Yes it will. It cuts material up to 3/16" thick

does this come with the belt case

I bought this case for this knife. https://www.amazon.com/gp/product/B01I5GSK1G/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 I attach it to my belt so I don't lose the case or the knife. It's held closed with a huge piece of Velcro so it opens and closes quickly while working in a fast pace environment. It's also machine washable but remember to close the Velcro before washing. It's best to let it air dry with it open (it takes a couple days to dry) or dry on low heat in the dryer so it doesn't shrink.

This seems to be more for opening packages would it work for breaking down delivery boxes for recycling??

I work in a factory and have used this to open hundreds of boxes each shift. I use it to cut the tape and don't use it to cut into the box itself or you will dull it quickly. The blade can be turned around because it has a blade on both ends of the blade. Each blade is like really having 2 blades. I love this knife.
