My machine has apre wash cycle how would i use this with it?

I'd like to biy the unscented but it says you're unable to deliver to my address. i've confirmed i'm on amazon.com (not ca). why can't i purchase it?

Same here in California! Seller says it's "warehouse issues' but it has nothing to do with available stock. I hate it! I have the same problem if I'm trying to order unscented poop bags for my dog. I have a sneaking suspicion there is some sort of eco-issue with certain states like California.

How best to use these in a high efficiency (HE) washer--put the strip in the dispenser or in with the clothes?

I tear mine up and put it in with the cloths . I find using these so much easier to use and store. Lifting a heavy laundry bottle is annoying , awkward and these clean as well as previously used liquid laundry soap. Also it is easier to know when you need more detergent.
