It's a valve. It goes on the air line in between the air pump and the breeder box itself.

Will this fit on a 125 aquarium with a rim 1 3/8 inch ?

Sorry it won't fit 1 3/8" aquarium edge. The mounting clearance is: high point (smallest)clearance 3/4" to 1".
