Why does only a little bit of air come out when i turn valve om?

Without a gauge, how do you know when to stop inflating the bike tire with this product?

Squeeze the tire. With thumb and finger on both side walls or with one on the rim and the other on the tire tread. If you do this normally for every time you normally pump up the tires with a pump and gauge, then you'll be close enough for the road side emergency purposes this inflator is intended for.

Why wont aor go into tire?

There is a valve to release air from the cartridge to the tire. As long as you tighten the valve it will keep any remaining compressed air in the cartridge. So it just depends on how much air you release to determine how many times you will use it.
