Is it okay to use it with Stokke chair ?

No idea, you'd need to compare the measurements, but I don't think it will work. It will not have enough support in Stokke

Has anyone found any suction plates/bowls that stick to this tray?

I don't think any will stick to it, as the tray is matt. You would need to sand it very fine until smooth, or cover it with something like a varnish...
