Is the dust cover closed all around?

No, it's open both ends. It has a flap at the front for access with a velcro fastening to flap at front. I find it good and really effective to stop dust on garments.

Does it have that writing on it saying cover for dresses ect

Yes unfortunately it does. I would have much preferred plain black. Having said that they still do the job very well. I have them in my bedroom which is black, white and grey, so they fit perfectly with the colour scheme. The clear plastic panel is a great idea so you can see what you are looking for without removing the whole cover; plus the split in the middle means you have ease of access to your whole clothes rail too.
