A good drill; impact or hammer drill makes it very easy. 1/4" masonry drill bit. Compressed air or vacuum to ensure no dust remains in the hole. Mallet to coax it into place and a 7/16" box wrench or deep well socket wrench. And a tape measure wouldn't hurt.

When attaching a 2x4 to concrete, is 3-1/4" a long enough fastener?

If you are attaching it flat (not on the rib) then yes, it is enough. A 2x4 is only about 1 - 1/2 inches thick on the flat side.

what is meant by 20 pieces? Is that 20 Wedge Anchor?

My purchase of a different length included. 20 units. It's been my experience that even the best anchors can "pull out" or fail depending on the condition of the masonry they are secured in. A good epoxy for the material can save the job for you.

Can the 5/8 anchor bolts (12" long) withstand at least 150 lbs of torque? We need for a two post car lift. That is the spec required for the lifts.

I used mine to anchor a D-ring to the floor and have pulled more than 150 lbs with no problems.
