Can the vl120 be powered by its usb charging cable?

Yes it can. Also, it appears that if the USB charger is powerful (as mine is), it will both power the light and charge the internal battery at the same time.

Will this light work on a GoPro?

The light is self controlled, so it will work on whatever you can mount it to. You would need a GoPro case that has a cold shoe mount if you wanted to mount the light on the GoPro.
