No the voltage does not step down. Strictly a splitter.

240v is just 2x120v sources and this is labed in a way that sounds like this will split my 240v Eaton UPS into 2 120v power sources. Right?

I would say, no, this thing is in parallel.... no splitting. one 120V source in, and two separate 120V out. It's just wire, so if you plug into a 240V source, there will be 240V at the other ends.
