What is the diameter for the axle holes?

I modified my cooler for beach use. My current axle is 5/16 and I added a collar to make a bigger wheel with 1/2 inch hole. I don’t understand M8. What is the standard size please? Need slightly bigger and wider wheels and these look perfect.

Do they come with rod and clip or something to hold wheel on? That’s what I’m missing.

We provided screws and nuts for fixing and mounting the wheels.
