Are the plastic cover removable

Yes. The two black screws release the clear cover and then you twist the light to remove it.

Will these work on a 1997 Dodge Ram 1500?

These are not designed for the 1997 roof line, but I suppose you could make them work. Just measure 20 times, drill some dang big holes and find your parking light circuit to wire into. Word to the wise, have them professionally installed!

Wiil this fit on a 3013 ran 2500 mega cab with sunroof?

They don't recommend that they be installed on trucks with sunroofs.
