Are gx23 led bulbs easy to install in a horizontal recessed fixture?

These GX23 bulbs require removing or bypassing the ballast during installation, it is still relatively easy to install in a horizontal recessed fixture.

When I turned them on, after about 10 seconds they flash. Why?

If it’s a continuous flashing then the bulb isn’t pushed into the receptacle properly. Try removing and pushing back into fixture firmly.
