Can these be cut down and have the cap reinsterted into the cut end?

I didn't cut them, but honestly, I don't see why that wouldn't work. They're very well made.

Can these stand up without falling over?

If they are on a flat level surface then they are pretty stable.

Is 2" the inner diameter of the tube or the outer diameter?

The inside is 2". Outside is about 2 1/8"

I have artwork 12" x 18". will the artwork fit in the 12" long tube? what is best shipping method, usps?

You would need at least a 13 inch long tube otherwise when you put the caps on the ends it would potentially damage the print. I ship them with USPS standard mail and it usually costs around $3-$4 to ship a poster. The posters I ship are 11x17.
