Q: How should this be applied to an African violet where there are no flowering stems or burgeon?

in order for violets to multiply and children to breed, you must follow this simple instruction: Take a needle treated with an alcohol solution. At the bottom of the stem, closer to the ground, make a few small scratches. Lubricate the scratches with cytokinin paste and wait for the result. After about 14 days, new babies will appear. As you grow, gradually plant large shoots so that new, small ones grow faster.

Q: Can anybody tell me if you can put this on a stem that is already in bloom?

I did that, but the existing flower will not last long. I think it's better to apply when is not blooming.
