14 x 8.9 x 3 are the outside dimensions. Inside is 12.25 x 7.25 x 2.25 if you consider the divider ridges (if you trim the divider ridges, you gain slightly more).

Does this float if tossed in the water?

That would depend on how much weight you have in it. I say stay away from this model. Mine busted/got a hole in the bottom the first day out.
