Is this strong enough to be used to secure accordion hurricane shutters?

no for something like that even the industrial strength only holds up to 10lbs and hurricane force winds can pull or push anywhere from 50lbs and up on a shutter from inside or outside of a structure, i would suggest nailing the shutters shut every half inch, before securing them with the industrial velcro on the inside for added stability

Can I use it outdoors in the rain and snow?

Instead of giving adjetives like strong or heavy duty could you mention the peel, shear and tension numbers?

We tested 1 inch One-Wrap: Peel- .79 PIW Shear- 28.3 PIW Break Strength- 49 lbs. (PIW = pounds per inch width) No testing for vertical tension due to how it is used.

Can you use it to stick something to the wall? Does it have sticky backing?

No on both counts. It sticks only to itself. To stick something to a wall you'd first have to glue some of it to the wall, and some of it to the "something".
