How does the strap 'stay put' in the 'loop'? I.e., do the loops have 'teeth'?

Yes, the loops have teeth. They are just like velcro, however, the 'teeth' are far shorter (you really have to look hard to see them as they are approx .25mm or smaller), and seem to be more numerous than regular velcro. The upside to this is that they are much slimmer, can fit tight spaces, secure more tightly, and don't trap fluff and gunk like regular velcro (but will adhere to anything that velcro can stick to). I bought 1 pack to use on my PC and liked them so much I bought 3 more packs for cable management on server racks.

How wide are the 8" long straps?

Width is around Half inches. I feel it is enough width.
