Yes. This stone uses water instead of honing oil. You don't have to use water, but it's suppose to smoothly sharpen, as well as float or flush the metal and/or stone residue away. Remember to let dry for several days before storing.

What are the angles for the guide?

one guide and the angle is between 13-14 degrees

Can I use this sharpening stone to sharpen scissors？

I haven't tried it, but I think you can try it. I think it's very easy to use this sharpening stone to sharpen a knife. But I haven't used it to sharpen scissors
