Can you record game audio with this ie: people chatting in your game etc?

it can CAPTURE any audio from your PC and allows you to sort them into channels for Streaming / Recording. the device connects an XLR mic to your PC like a USB mic. audio output with adjustable audio monitoring.

if I used this with a shure SM7B would I need a cloudlifter too?

It's not 100% required. You can do without one on the Wave XLR for that Mic and not have any issues. It just depends on what you want your output to be like. The shure is gain thirsty so it is something to consider but not a nailed on requirement.
