NO IT DID NOT AND DIDN'T QUITE DO THE SMALL JOB I EXPECTED IT TO DO

Q: I need to cut a whole in my basement window to outlet for a portable ac would this be able to cut it without removing the window?

It would probably work, but you will need an experienced Glazier to do it. Glass doesn't work like they show on TV.

Q: What's the smallest diameter it can cut?

The minimum is the diameter of the suction cup about 55mm. Thanks
