I do not understand two qualities underlined here: What does "Usage" mean and what is "Reusable Dies"?

Usage refers to how often the machine will be used to punch and bind books, etc. In this case it refers to what kind of wok load it should be able to stand. I think your other question should be releasable dies, not reusable. I think a better term would be interchangeable dies - that would let you change the size, number, and shape of holes you punch in the paper you put in the machine. (Dies refers to the metal "teeth" that punch the holes the plastic binding clips go through.

What is the power rating for this machine? Can you please confirm if its 110v or 220v.

This machine is 110 volt so it can be plugged into a standard outlet.

What is the lifetime for the machine?

I don't know if anyone would have this answer. It probably depends on how often it is used. We love this machine. So much better and easier than the former manual binding machine. We do not, however, use it on a daily basis.

Can this work manually in case electricity goes off.

The hole-punch feature will not work if the machine is not turned on (which means you need electricity to run that part). The binding part of the machine is manually operated so it does not require electricity, in fact it can be lifted out of the machine and one person can hole-punch and pass off the hole-punched pages to someone else to bind them if you so choose. However, if you have not already hole-punched the pages, you obviously can't bind them.
