Would they work to lay down around a Headstone in a cemetery?

Absolutely NOT. The only way to get them to glow is by holding them on a light bulb for about 15 mins. The glow may last 15 mins if that. Then you have to put them back by the light to reenergize them. Who the hell wants to do that every 15 minutes. They are never lit by the sunlight. Mine are still out front of my condo from last year and they have NEVER lit up. It’s a scam And as far as getting your money back, unless you want to squat down forever picking those damn things up one by one to have something to return, you’re out of your money.

How do look scattered in a dry riverbed with river rock?

Don’t know. Mine are scattered around bird bsth

Can you drive on pebbles?

I have no idea why you would want to drive on these. They are made out of plastic so I would say no
