Q: Why does it have the German flag in it?

My understanding is that it is German army/police issue.

Q: Is this a shirt rather than a jacket or coat?

It has a zip under the button runner, so it’s more of a shirt or tunic that you wear over jeans/trousers. I think it’s too light to be a jacket, but it's good over a t-shirt or you could wear it on its own.
