Will this keep the bugs off the plants too?

I haven't had any trouble with bugs. The mesh seems too fine to let in Japanese beetles and other bugs bigger than a gnat.

Does it hold water or allow drainage?

Allows drainage. However, if a storm is coming I take it off.

Can this be thrown over shrubbery like a blanket.?

It probably could but would tangle in the foliage. Its just webbing - plastic I think.

What is generally used to install it? Rope or nail or other？

I use it to shade the hostas after our shade trees were radically trimmed. So I just toss it over the plants for the few weeks the sun shines on them.
