Is the putty storage area in the lighter water proof? Will the putty dry out if i I store it there for a while?

I don't know if it is water-proof, but it is water resistant. I've had mine for a couple of years, and it still works fine.

How long will it hold a charge while not in use?

Yes, it still has worked for me after not charging for 3 months. I typically charge mine before a large weather event or while traveling, just in case. I also carry a portable backup battery charger for any of my USB charged devices and a solar charger
