Is this Tow or Recovery? Does it have stretch built into it or is it a tow strap with very little give?

It’s a tow strap. Not really a lot of stretch. Excellent recovery strap though!

will the loop fit over a tow ball? and, is that one option of using this strap?

NEVER EVER USE A TOW BALL AS A RECOVERY POINT!!! They are not meant for the forces involved in recovery, and the two ball will very likely turn into a mini and very lethal cannonball. Invest in a hitch mount recovery shackle. I have one and have used it to pull several vehicles out of snow banks, safely.
