Q: just bought the set for twelve and it has no soup spoons.can i buy 12 soup spoons?

I don’t think they have extra pieces in this pattern. I bought ice tea spoons in a different pattern because they didn’t make them. We use the large spoons as soup spoons.

Q: I would like to know how long is the teaspoon handle? I bought a different set last year and the teaspoon handle measured 3 inches, 4 inches best

I do not think the spoon you measured was a tea spoon at least not here in Texas. you might have been measuring a British tea spoon which is shorter because they usually drink tea form a china cup. They make their tea spoons smaller so they can fit it on the saucer when serving the tea. Here in Texas we consider a tea spoon to be long enough to reach the bottom of a drinking glass, usually more than 10 ounces. So the measurement is slightly more than 5.5 inches for this tea spoon.
