Can you use this for a 1 lb National Geographic tumbler

It should work just fine. This is just the grit and the grit is usable in any tumbler.

After the polish, are the rocks glossy and shiny?

They won't be as shiny as you think. The grit polish the rocks so try are smooth but there is a fifth stage in rock polishing called burnishing that you have to do at the end. Search the internet on directions but it involves tumbling them in soap like borax. Also, if you want your rocks to look good you have to get the ceramic filler pellets to even out the tumbles. Plastic doesn't do the trick like ceramic. Filler pellets vs no filler pellets is a big difference on helping the rocks get shiny.

I purchased a rock tumbler, the first time I uses it I used the grit it came with. I wasn't happy with results. So looked into different grit. I only used the shine grit ( last stage) on the rocks that had already been tumbled with a shine grit and I was surprised at the difference. I haven't used the others but I'm sure the quality is just as good.
