Do the pen marks smudge when you run over the words with a highlighter?

It does not smudge if you let the ink dry, and also if you only run the highlighter over it once.

These are made in japan right?

Depend on the size and color. Some are made in Mexico.

Is the black 0.5mm as smooth as the 0.7mm on plain paper or is it more scratchy? (Not cardstock/glossy as a scratchy pen can be smooth on thick paper)

In my opinion, the 0.5 mm is smooth on plain paper, however I can't compare it to the 0.7 mm as I haven't tried writing with the latter before.
