I have not flied Delta for many years so I don't know their carry-on policy. It'd be the safest to check with the airline itself. In fact I always check it online before leaving on any flight just to be sure.

Yes, it has the strap and slides over the handle of a larger bag.

Just got them a month ago , so I dont know yet ,but I did have a set before and they last for years (10) and the handle broke, but great luggage

Q: 1. what are the external dimensions of the 21” spinner including the wheels? 2. is it a carry on, check-large or a checked-medium?

I don't have the bag with me right now to measure, however, I can tell you it is NOT for carry on. It is a nice size for medium checked bag. I like the bag very much.
