How do you replace the o'rings?

I added them to the wall in my laundry room to hold mops and brooms. They provide the screws just screw into the wall.

How do you replace the hooks?

Remove the end cap and slide the black plastic hook holder off the end of the rail. Slide a replacement back on its place. I have replaced the o rings on the old hooks. O rings were available through the product supply company. I have also purchased extra racks to obtain spare hooks

I need to remove a rack from my wall that someone else installed. Can someone forward me the instruction manual?

I doubt if there is a manual. On bine, there are three screws holding it - one in the middle and the other two about 2/3 of the way to the ends. If you move the various tool holders from side to side slowly, you'll see them, one by one.

Have they fixed the "design flaw" of the plastic cracking?

No they have not. It still cracks.
