If my modem is dual bond and connect to a triple-band router will the wifi frequency adopt to my router and will send try-band frequencies?

You would actually want to disable the router portion of your modem (gateway) and use the Deco as the router or disable your gateway's wireless and put the Deco in AP mode. The wireless between the Deco and your device are not compatible.

Is a router still needed. If not, how does it connect to cable wire?

No - the Deco X90 is a Mesh WiFi Router system and is designed to perform the role of the router within your network. The primary Deco unit must be connected to an existing Internet source via Ethernet, such as to a cable modem or ONT.

I heard when you backhaul (means connect) both X90 routers wirelessly, it reduce download speed by 20% to 30%, is this issue resolved now?

It uses one of the bands as a dedicated band for backhaul if not connected. I have found that with my Internet connection at 100mbps that the limit is your connection to the Internet not the WiFi speed. Unless you are going to frequently transfer large files on your home network this is not a problem. If you are I would always suggest going hardwired.

Can you add the eap225-outdoor as a meshed access point for outdoor range?

Not via mesh, no. Deco Mesh and Omada Mesh are separate ecosystems; however you can install the EAP225-Outdoor in its originally intended configuration as an access point by connecting it to the primary network via Ethernet.
