It doesn't have cups. It's super stretchy and should accommodate any body type.

Q: Can this be worn under a dress to flatten stomach?

It can be worn under a dress but the tank top hardly gives any support and rides up. I would not recommend this for any tummy control. I would only use as an undershirt tank top and nothing more.
