Is it safe for motorcycles?

Yes, but only if the motorcycle has a 12v battery (99% of modern motorcycles do). Some older bikes use a 6v battery and might be damaged using a 12v booster.

Not charging totally dead only used it once.i want a refund

I do not know for sure. I speculate this type of device can easily start a motorcycle size battery but would have difficulty starting a 3 litre car size battery.

How are you charging it - and for how long? It can take many hours with a slower, older charger. No issues here. I just checked mine that had been in storage for about a year and there was one light not showing which I was very pleased with. No way is the one I have fake.
