What are the frame and beads made of? Are they durable? I have a toddler who will probably get her hands on this when older sister is using it.

Frame is hard plastic. Beads also. They move easily on the metal tubes. I had them when my son was a toddler and nothing happened. I didn't let him play with them, but I think they are pretty sturdy.

what is the purpose of the double columns and the empty columns?

We signify what each color will represent as in ones, tens, hundreds etc then as you calculate you move the counted beads to the empty column so you can keep track

I can see there are 2 columns (20 beads) marked [1], [10], etc. Why? Shouldn't there be only 10 beads for each column (ones, tens, hundreds, etc)?
