I would say a size 3. (Get more use out of it longer)

The 12.5-13 was the perfect fit for my 7 year old. I tried them on my daughter and she loves them. She wanted to wear them right away. They fit snugly and won’t come off in the water. We purchased the pair with the velcro to ensure the fit. I’m sure both are great though.

Q: What size for a 10 ye old girl?

I really can't answer this question as every 10 year old is different. I would go a size up from shoe size as they are snug, Maybe even 2 sizes
