What sort of maintenance is required on this thing?  How many lbs of waste would it hold sanitarily, and what are the procedures for keeping it clean?

Since space is limited on Amazon for things like instructions it is advisable to get details on our website. But to give a brief answer. The urine side should be emptied every other day or so under normal daily use for two people. The solids should be emptied after about 80 uses. Things start composting quickly so the solids take up little space. All that is needed after use is a spray  bottle with water and a toilet brush. It's good practice to not get a lot of water mixed with the solids.

I need a toilet for a cabin for 2 to 3 people for 4 month's a year will this do the job

composting toilets work best if 1) they've been in regular use and 2) if they've been used regularly 3) if the user isn't scared of human excrement.  if you keep in mind the bacterial breakdown that allows composting to work takes time, and your attention, you'll be ok.  think carefully about your commitment before buying because you could have a more traditional setup that worked better using a standard low-flow toilet into a small tank and "field".

Does the fan need to be on 24/7? And since the top flips backwards I assume you can't put this up against a wall too closely.

Worst odor is from urine.  Quicker it’s away, the better. 
Fan is best, but it’s not imperative, if you keep the solids covered by sawdust, moss, forest-floor detritus, leaves, etc.  Even if you don’t separate liquids from solids, enough sawdust properly applied, abates the stench quite a lot; with worms in the bucket, even better (but keep fan going for that). 
Urine smells get rank..those need vented, unless you use a cup or 2 of water to rinse-down the urine diverter each time used.  
A hand-sprayer can do that. 
If you attach a pipe or hose to drain it away, manufacture a P-trap right below the connection to this unit, so rinse water can flush the urine & avoid smell.  
Others have a 3” or 4” black ABS vent pipe where it is out in sun, to cause a draft from that, without using a fan.  
Or, a 4” common duct fan could be solar powered to run during daytime, if using a 4” vent pipe.  
Or, if in a grid-house, you could connect the vent tubing to existing bathroom vent pipe, so that vent fan would draw out the air through the potty’s vent. 
This potty has a tank; alternately, one can instead attach a drain pipe to a French drain or larger tank outside. HIGHLY RECOMMENDED!  
Or to a mini-leach pipe to let it disburse under planter beds..it’s terrific fertilizer, if aged & diluted…then, only have to dump the solids bucket less often. 
If you really want to make your solids compost faster & cleaner, add red worms..those actually abate coliform bacteria that Permitting agents are paranoid of. 
Keep some worms in the solids bucket, to help those compost better…and no…they will Not leap nor crawl to get onto anyone!  They’re safely down in the bucket, eating your solids!

Yes, it has a Limited Warranty for five years against manufacturer defects.  But really, once you get a look at the thing, you realize if you can use a screwdriver, you can fix anything other than a defective pvc casting yourself, with ease.
