It could be left outdoors for a short amount of time but the product is intended to be used as a temporary clamp.

How small a box can it clamp?

Maybe 6", the ratchet is what makes it take up so much room. It sits flat on one side and is probably 3" or so plus the corner pieces come around at least 1" each. I'd say 6" but have never needed it on anything that small.

How long is the strap, as I need 17 feet?

Why do people ask questions without reading the description? It would save them a lot of time if they take 2 seconds to read that first. Plus people like me wouldn't see these questions and think "whoever is asking something like this probably shouldn't be using any type of tools". But, to answer this ridiculous question the description says one inch X fifteen feet.
