100 mm disc = 3.93" diameter. What is the diameter of this disc? Is it under 4" diameter?

Yes, it is a little less than four inches in diameter. On my grinder (a DeWalt), it was a little small for comfortable grinding. It hogs off wood very quickly, but was harder for me to control due to the smaller diameter and interference with the chip shield of the grinder.

Does this spin as fast as the stump grinding blade?

It spins at the speed of the angle grinder you put it on. Same as the stump grinding blade.

Is this considered coarse?

very course. I used this attachment to smooth out wood after a lancelot type tool and before 40 grade sandpaper.
