Not blank. "Fellowes Microban" imprinted on the mouse pad.

Q: Does this have a strong chemical smell?

No - no strong chemical smell. It was good to use but eventually the top thin gray farbric separated from the thick black bottom non-skid material. Good while it lasted a couple or more years. A bit of a dust magnet but can be swatted a couple of times periodically to dust it off.
